IBM UrbanCode Deploy (uDeploy) used to offer direct trial downloads without requiring a site number. However, IBM has recently changed their policy, and now:

Trial downloads typically require registration or an IBM ID linked to an entitled account.
Site Numbers are now enforced for downloading full installers, even for evaluation in many cases.
